City shames owner of derelict building

Sajan purchased the vacant office building in November 2005. He indicated to the city that he had plans for the building.

"As far as we know, his plan was to make minimal upgrades, like painting," said Ron Roberts, a code-enforcement supervisor with the Department of Neighborhood Services.

About a month ago the department told Sajan that he had to repair the building within 30 days, tear it down or appeal for more time to make the necessary upgrades.

"Based on his failure to appeal, we posted the shaming sign," Roberts said.

If Sajan does not show the city a substantial plan for getting the building up to code, it will be put up for bidding on Oct. 31. Rights to demolish the building will go the contractor with the highest bid.

This violation is the 13th for Sajan in the past three years. He owes $1,200 in unpaid fines for his violations. Sajan owns at least seven other properties in Milwaukee.

"He's no stranger to building code violations," said Todd Weiler, spokesman for the Department of Neighborhood Services.

Ironically, Sajan's home in Brookfield is worth nearly $1 million.

"It has a private pond in the backyard and a security system," Weiler said.

Neighbors of the Fond Du Lac Avenue building are fed up with its vacancy.

"They (the Department of Neighborhood Services) asked me to do a paint job and fix the roof on my building," said one neighbor, who asked not to be identified. "They told me that and I was like, 'You have this place right next door that's been empty for at least three years.' I thought they might put a daycare in there, or a school."

Attempts to reach Sajan were unsuccessful. The Tribune did speak with a man at one of Sajan's listed phone numbers who identified himself as one of Sajan's business associates.

"We are planning to renovate the building completely," said the man, who would not give his name, but said that he is a property manager with Sajan at "SL Properties."

This is only the second time that the city has used a shaming ordinance. In November 2002, the city posted a sign on a house owned by Warren Hornik of Pewaukee. This is the first time such a sign has been posted on a business building.
