The decline had been predicted by advocates for the poor when a state law was enacted to require low-income people to take extra steps to prove their eligibility for BadgerCare and prevent ineligible people from taking advantage of the low-cost insurance program.

"We remain hopeful that through our efforts we will be able to eliminate the bureaucratic red tape or process problems that have existed in the early days on the implementation," he said.
