"It's a real tragedy what happened here," said Milwaukee County District Attorney E. Michael McCann on Tuesday. "I think the law needs to be changed."

The state has since shut down the day care facility.

McCann said only one day care facility in Milwaukee has a written standard and a system to check for children left in vehicles.
