The bill, approved 61-34 Tuesday, goes to the Senate next. It must pass both houses before it can go to the governor. A spokesman for Gov. Jim Doyle said he would veto the bill should it reach his desk.
The bill would only allow a custodial parent or legal guardian to consent and require them to sign a consent form in front of a public notary.
It would also eliminate the option allowing members of the clergy to petition a court for a waiver, as well as a waiver under current law if a psychiatrist or psychologist believes the minor is likely to commit suicide rather than seek consent.
