The agreement worked out with the city of Milwaukee and the University of Wisconsin-Milwaukee grew from opposition to the Medical School's proposal to create a school of public health in Madison.

The proposal includes additional funds for the Milwaukee Department of Health and for the Center for Urban Population Health. The center is jointly supported by the UW Medical School, UW-Milwaukee and Aurora Health Care.

It also includes money to develop a strategy for establishing a school of public health in Milwaukee.
