Anne Schwartz, a police department spokeswoman, said two uniformed officers observed Robert M. Agnew, 22, talking to people in a vehicle Sunday about 1:40 a.m. in an area known for high drug trafficking.

The shooting is under investigation by the department and the Milwaukee County district attorney's office.
