Robert Brownell, 44, was responsible for about $20 million worth of fraudulent activities when he was indicted Oct. 12, 2004.

Harry Bielinski, 65, co-founder of Pewaukee-based Bielinski Brothers, said he was hoodwinked like many others by the scheme, which ran from 2000 to late 2004.

Ten people have been criminally charged, and eight have pleaded guilty.
