The board determined there was no violation of the state Ethics Code which prohibits a government official from using his or her official position in exchange for a political contribution, said the board's attorney Jonathan Becker.
The state Republican Party and its candidate for governor, U.S. Rep. Mark Green, had urged the investigation.
The investigation shows that Schiffrin's husband gave Doyle's campaign a check on April 5, 2005.
That same day, Schiffrin met with the state Investment Board to solicit business representing the state in shareholder lawsuits. The board ultimately didn't hire his firm.
There was nothing improper about that meeting, the Ethics Board determined.
