The main was hit at approximately 11 a.m.
The AT&T contractor was under the impression the service was inactive, said Mike Pruyn, an AT&T spokesman.
"We wouldn't have dug there if we knew the service was still active," Pruyn said.
According to Pruyn, a WE Energies employee had said the line should have been deactivated years ago.
"We will not be sending a bill to the contractor," said Beth Martin, a spokeswoman for WE Energies.
