The index is based on the difference between a state's ranking in average adjusted gross income and average itemized charitable deductions reported to the Internal Revenue Service on 2003 tax returns, the latest available.

Mississippi had the highest ranking at plus-44, followed by Arkansas at plus-41, South Dakota at plus-35, Oklahoma at plus-34 and Tennessee at plus-32.
